Rush Limbaugh is NOT the leader of the GOP, and by his own words, doesn't want to be. What Limbaugh wants is to say the magic words, words he doesn't know himself, that would unite the party in time for some tough competition ahead in '10 and '12.
For RNC Chairman Steele to bristle at Limbaugh because Rush was invited to give the keynote address to the CPAC and he, the almighty Chair of the GOP wasn't, is childish, to say the least.
Steele needs to man up and admit that his motivations were his ego, which got the better of him.
Trying to inject Rahm Emanuel into this flap as a boogeyman is just bullshit. The operative discussion here MUST be about GOP leadership and the lack thereof, because, frankly, the GOP doesn't have the creds right now to take on (D)onks like Rahm Emanuel.

UPDATE: 030209 1738 PST: Steele reacts, and his reaction is very instructive: I've always held that Democrats apologize in a sideways manner and Conservative apologize from the heart.
