In an interesting twist from the usual, I believe it takes fewer signatures to run an initiative petition in Gresham than it does a referendum. I heard this from Don McIntire outside the town hall meeting (set to discuss the new fee). He was going to look into what initiative might be possible to head off this fee. This was a week or two before he passed away.

If we had a levy instead of this fee, Gresham taxpayers would get the protection of no more than $10 per $1000 for taxes unrelated to schools. As a fee, we don't have that protection.
