I think they justify the price hikes on the basis of raised insurance costs. I remember prices going from the $40 range into the 50s a few months after the invasion of Iraq (side note, I agree with the invasion of Iraq, but unlike certain Japanese re-writers of history, I will not call an invasion an "advance") when terrorists attached bombs to some oil tankers in Basra, giving the insurance weasels an excuse to, I believe, quadruple their rates.
