"Just like a car" is the way to treat bicyclists. Of, course, when I had a bicycle I used it for transportation, not as a drug. Mine had fenders and a three-speed rear hub. I wore street clothes on it, not spandex. I was always careful to obey traffic laws, signalling turns, stopping for stop signs, etc. When cycling in FL I tend to ride on the sidewalk which is safer than sharing the road with FL drivers who are (if young) full of fun drugs or (if old) full of Doctor drugs. FL law allows one to ride on the sidewalk if he yields to pedestrians.

How about charging bicycles the same mileage tax that's been proposed for electric vehicles???

Use the resource, pay for upkeep.
